Mr. Shawn Shaffer

As the Executive Director of Facility Operations for Fort Smith Public Schools, Shawn Shaffer brings a wealth of experience and strategic leadership to ensure the optimal functioning of our educational facilities. With a deep commitment to creating safe, efficient, and conducive learning environments, Mr. Shaffer plays a pivotal role in the seamless operation of Fort Smith Public School’s diverse range of educational facilities. 

In 2014, Mr. Shaffer joined Fort Smith Public Schools, initially as a math teacher, head wrestling coach, and football coach.  Prior to joining the district, he served a distinguished 24-year career in the United States Air Force, where he served in the Civil Engineering Squadron. While serving his country, Mr. Shaffer acquired a diverse skill set and a unique perspective on infrastructure and facilities management.  His military service is highlighted with numerous accolades, including three Meritorious Service Medals and seven Air Force Achievement Medals. His journey within the school district reflects his commitment to service and dedication to ensuring that students and staff thrive in well-maintained facilities.  His role as the Executive Director of Facility Operations allows him to leverage his experience from both the military and education sectors to enhance the physical spaces that contribute to student success.

Mr. Shaffer earned his Bachelor of Science in Education from Grand Canyon University.  Furthering his commitment to educational leadership, Mr. Shaffer earned a Master's Degree in Educational Leadership from Arkansas State University. This academic foundation, coupled with his military expertise, positions him as a dynamic leader capable of addressing the unique challenges of facility operations within the educational environment. He holds the Certified Facilities Director designation from the Arkansas Department of Education, underscoring his expertise in managing and overseeing the physical infrastructure of educational institutions.  Also, he is an active member of the National School Plant Management Association (NSPMA), where he serves on the Awards and Scholarship Committee.

Mr. Shaffer and his team’s accomplishments include three Excellence in Construction awards from Arkansas’ Associated Builders and Contractors for their work on multiple projects throughout the district and the American School and University (ASU) Outstanding Design Award for the additions and renovations to Southside High School. The ASU organization ensures school facility professionals stay up-to-date on the latest trends, technologies, and strategies that drive the education facilities and business market.

Mr. Joseph Velasquez

Joseph Velasquez, plays a pivotal role in ensuring that the facilities within Fort Smith Public Schools support the educational mission of the district.  As the Facility Operations Construction Project Manager, Mr. Velasquez brings nearly two decades of experience and a passion for architecture to his role. Joining the FSPS team in 2022, Mr. Velasquez has dedicated his professional career to the field of architecture and project management.

With 19 years of expertise in his particular profession, Mr. Velasquez has honed his skills and developed a deep appreciation for the transformative power of architecture. His journey in the construction industry has been marked by a commitment to bringing people's dreams to life. Whether it was designing office spaces, restaurants, or homes, he found fulfillment in shaping physical environments that met the needs and aspirations of the people he served.

In his current role at Fort Smith Public Schools, Mr. Velasquez channels his passion for architecture into creating better learning environments for students. "I've always enjoyed architecture because I am able to help bring people's dreams to life. Now, I am able to focus my skills on the learning environment, creating a better space for our students,” says Velasquez. 

Mr. Velasquez earned his academic credentials with a Bachelor of Architecture at California State Polytechnic University, Pomona.  During his time at FSPS, Joseph managed multiple projects throughout the district, including Southside High School's renovation and addition projects.  Both projects won the Outstanding Design Award from the American School and University (ASU).

Mr. Hondo Smith

As the Supervisor of Maintenance for the Fort Smith Public School District, Hondo Smith brings a wealth of experience to ensure the optimal functionality and safety of the district’s facilities. With over 35 years of experience, Mr. Smith’s diverse background includes military service and extensive work within the private sector. 

Prior to joining the district in 2024, Hondo Smith’s extensive maintenance journey included a remarkable 17-year tenure with Tyson Foods, where he developed a keen understanding of the complexities of maintenance in a large-scale industrial setting. Subsequently, he transitioned into the field of education, working for three years at the Waldron School District; and seven years in the state’s Division of Public School Academic Facilities and Transportation, where he oversaw maintenance projects across the state.

A Gulf War veteran, Hondo Smith spent eight years in the military, developing his leadership skills and honing his problem-solving abilities. His military service during Desert Storm exemplifies his dedication to service and ability to excel in challenging environments.

His commitment to education and professional development is evidenced by a Bachelor of Science in Legal Studies accompanied by a Minor in Accounting, a certification in Weights and Measures, a State Boilers license, an Industrial Electrical license, and TPC certification in Level 1 & 2 Electronics.   Mr. Smith is well-versed in Maintenance Fundamentals, Mechanical Skills, Hydraulics, Pneumatics, PLCs Levels 1 & 2, Blueprint Reading, Industrial Ammonia Refrigeration Levels I-IV, and TLC-Professional Certification Levels I-IV.

In his role as the Supervisor of Maintenance for the Fort Smith Public School District, Hondo Smith’s dedication to his craft and his commitment to the success of the school district make him an invaluable asset to the Fort Smith educational community.
