Ms. Judy Pennington

Ms. Judy Pennington serves as the Human Resources Director for FSPS. Her 17-year education career has been multifaceted. She began as an English teacher and later transitioned to Instructional Facilitator and Curriculum Director roles, ultimately finding a place as the Human Resources Director. 

Ms. Pennington is driven by a passion for empowering students and adults. She aims to make individuals feel confident and enthusiastic about learning. Her goal is to help them on their journey to becoming successful citizens. 

Her commitment to education is reflected in her own academic achievements. Ms. Pennington earned a Bachelor of Arts, a Master of Teaching, Learning & Leadership, and a Specialist degree in Educational Leadership from Arkansas Tech University. She is also recognized as a Certified Professional Human Capital Leader in Education by the American Association of School Personnel Administrators.

Dr. Amy Manley

Dr. Amy Manley serves as the Director of Recruitment and Retention for FSPS. She has a 29-year career in education, which began in 1995 in Spiro, Oklahoma where she was the High School Band Director. In 1996, Dr. Manley continued her career in education when she moved to Central Middle School in Van Buren. Dr. Manley joined the Fort Smith School District in 1999, dedicating 13 years to the role of Band Director at Kimmons Middle School. Dr. Manley transitioned into leadership roles, serving as the Assistant Principal at Darby Junior High and, later, the Principal at Ramsey Middle School.

In her present role at FSPS,  Dr. Manley finds joy in teaching and assisting others. She loves that her job gives her the opportunity to guide individuals as they make important career decisions.

Dr. Manley’s educational accomplishments are noteworthy. She earned her Bachelor of Arts from Arkansas Tech University in 1994. Her commitment to lifelong learning was evident as she pursued advanced degrees, beginning with a Master of Education in 2002. She advanced her learning through a Specialist in Education in 2014 and culminated her academic journey with a Doctorate in Education in 2019.

Dr. Manley received recognition in Arkansas Tech University's inaugural "19 in the last 9" award ceremony. This prestigious acknowledgment celebrates outstanding alumni who have graduated in the last nine years, highlighting Dr. Manley's exceptional contributions.
