Mr. Charles Warren

Charles Warren serves as the Chief Financial Officer (CFO) of Fort Smith Public School.  Warren contributes a wealth of financial expertise and brings with him a distinguished career in Finance that spans over three decades. 

In 2009, Warren joined Fort Smith Public Schools, following an illustrious career in finance and accounting, including six years in the public sector and an additional 15 years in the private sector.  Warren's comprehensive understanding of financial intricacies has proven invaluable to the district.  

Warren matriculated at the University of Arkansas at Fayetteville, earning a Bachelor of Science in Business Administration with a major in Accounting in 1988. He furthered his education by obtaining a Master of Business Administration (MBA) from Capella University in 2020.  A licensed Certified Public Accountant (CPA) in the state of Arkansas since 1989.  In 2019, he earned the prestigious Certified Administrator of School Finance and Operations® (SFO®) designation from the Association of School Business Officials (ASBO), solidifying his expertise within the financial landscape of educational institutions.

Over the years, Warren has garnered numerous accolades for his outstanding contributions to his field. In 2023, he was honored with the CFO of the Year award by Arkansas Business Magazine.  The previous year, he received the Pinnacle of Excellence Award from the Association of School Business Officials International, who recognized him for his innovative problem-solving skills.  His commitment to public service earned him the title of Outstanding CPA in Government in 2022 and 2020 from the American Institute of CPAs and the Arkansas Society of CPAs, respectively.  In 2014, the Leadership Fort Smith Alumni Association honored Warren for his leadership and community service.  Additionally, his dedication to public service was acknowledged in 2010 when he received the Outstanding Public Service Award from the Arkansas Society of CPAs. Warren's involvement extends beyond the financial realm, as exemplified by his receipt of the 2004 Sir Thomas J. Lipton Sportsmanship Award from the Fort Smith Boys & Girls Club.  

These accolades, coupled with his professional experience, emphasize Warren’s commitment to excellence and dedication to supporting the noble cause of education. As the CFO of Fort Smith Public Schools, he serves as a driving force in ensuring sound financial practices that ultimately benefit the students and the community at large.

Ms. Angie Davis

Angie Davis is a seasoned finance professional who serves as Fort Smith Public School’s Director of Financial Services. During her time with the FSPS organization, Ms. Davis has worn many hats.  Currently, she functions as a key player on the district financial team by overseeing the payroll functions for the entire school district.

Her journey in the field of finance began with a strong academic foundation. She earned her accounting degree from John Brown University and furthered her academic accomplishments by attaining her Certified Public Accountant (CPA) designation.  

Before joining the district, Ms. Davis gained valuable experience by providing accounting services for a law firm and small businesses. This diverse background equipped her with a comprehensive understanding of financial management in different organizational settings.  She demonstrates a commitment to her work through her involvement as a Certified Arkansas School Business Official, which supports her efforts in maintaining high professional standards and staying abreast of industry best practices. Most recently, Ms. Davis earned the prestigious Certified Administrator of School Finance and Operations® (SFO®) designation. 

Beyond her professional achievements, Angie's love and involvement in the education sector extend to her lifetime member status and involvement in the Parent-Teacher Associations (PTAs) of Euper Lane Elementary and Chaffin Middle Schools, where she volunteered her time and expertise to support the educational journey of students in the community.

Mr. Bryan Hewitt

Bryan Hewit serves as the Supervisor of Accounting in the Finance Department’s Business Office.  In the meticulous world of financial management, his career with Fort Smith Public Schools spans over two decades, working to ensure the district's financial success.

Since joining the organization in 1998, Mr. Hewitt has demonstrated a commitment to precision and an eagerness to contribute to the financial stability of the educational institution. As the Supervisor of Accounting, he plays a pivotal role in ensuring the accuracy and integrity of financial records.  Mr. Hewitt’s passion for the financial tasks he undertakes underscores his commitment to maintaining transparency and accuracy in the financial operations of the school district.

He holds a Bachelor of Arts degree from Arkansas Tech University, which provides him with a solid academic foundation that complements his practical experience in accounting. His continuous commitment to professional development and staying abreast of industry standards ensures he brings the latest insights and best practices to his role.

Mr. Hewitt's work ethic and attention to detail have made him an invaluable asset to the Finance Department at Fort Smith Public Schools. Mr. Hewitt acts as a driving force behind the fiscal responsibility and stability of Fort Smith Public Schools, contributing to the overall success and mission of the educational institution.

Mr. Craig Tecmire

As the Supervisor of Purchasing, Craig Tecmire plays a crucial role in managing procurement activities and ensuring the efficient acquisition of resources to support the district's educational goals.  In this role, Mr. Tecmire works to streamline procurement processes for the benefit of the educational community.

Mr. Tecmire brings a wealth of experience from both the military and the private sectors.  He transitioned into education from the private sector, where he worked for various Fortune 500 companies. Prior to his work in the private sector, he spent 23 years in the United States Navy, where he worked as a logistics officer.  As a teacher at Northside and Paris High Schools, he spent four years in the classroom teaching and mentoring students.  Craig’s commitment to the educational field is deeply rooted in his belief that working in education provides a unique opportunity to positively impact the next generation. His dedication to facilitating an environment conducive to learning and growth is evident in his strategic approach to purchasing and resource management.

He holds a Bachelor of Arts in Political Science from Oklahoma Baptist University. His pursuit of excellence continued with the attainment of a Master of Business Administration from the Naval Postgraduate School.  Also, Craig holds a Black Belt certification in Lean Six Sigma, a certification that further enhances his ability to optimize costs and resources.
