Dr. Bone serves as the Assistant Superintendent for Curriculum and Instruction in Fort Smith Public Schools. Dr. Bone joined the FSPS Education Team July 1, 2021.  Prior to that she served in similar roles in both the Jacksonville North Pulaski County School District in Jacksonville, Arkansas  and Pine Bluff Schools. She was also a principal in Bryant Public Schools for 8 years. While she was completing her doctorate, she worked as a visiting professor and principal coach at Arkansas Tech University. She has both wide ranging and specific experience in curriculum development, educational administration, professional development including the professional learning community processes, data analysis, career and technical education, and strategic planning.  

She earned her doctoral degree in Educational Leadership from Arkansas Tech University in Russellville. She earned her BSE, MSE and Education Specialist degrees from Henderson State University in Arkadelphia. Dr. Bone approaches her responsibilities as a steward and guide in accomplishing a vision of “ensuring that every learner is healthy, safe, engaged, supported and challenged,” and that “when they leave school they have a plan for and are equipped with the relevant skills to earn a family sustaining income.”

Dr. Bone also serves as Executive Director of Arkansas ASCD. Arkansas ASCD is governed by an elected Board of Directors representing the best in Arkansas educational leadership. The Arkansas ASCD Board of Directors is committed to educating the “Whole Child”. In addition, the Arkansas ASCD Board of Directors is actively involved in influencing activities at the state level.

Dr. Tony Jones serves as the district’s Director of Secondary Education.  A proud alumnus of FSPS and Northside High School, Dr. Jones brings an insider perspective to his role.  Having once walked the halls as a student himself, his personal connection to the district feeds his passion for helping and guiding students in the right direction.

Dr. Jones joined the district teaching staff in 2010, marking the beginning of his decade-long commitment to education. His career at FSPS has included a series of impactful roles and various capacities.  As a teacher and coach at Northside High School, Dr. Jones applied his educational training to academics and student development.  Soon after, he rose to the Assistant Principal job at Kimmons Middle School before advancing to the position of Director of Belle Point before joining the Curriculum & Instruction Department.

Dr. Jones’ robust academic background underscores his belief in continuous learning and professional growth. He earned a Bachelor of Arts in Education and a Master's in Educational Leadership.  He further solidified his academic expertise by completing an Ed.D in Educational Leadership. 

With over a decade of service to the Fort Smith Public School District, Dr. Jones exemplifies the qualities of leadership, dedication, and a deep understanding of the educational landscape. As the Director of Secondary Education within the Curriculum and Instruction Department, he plays a pivotal role in shaping students’ futures and fostering a culture of excellence within the district.

Dr. Kimberly Starr serves as the Director of Elementary Education. Her work reflects her unwavering commitment to fostering educational excellence and uplifting students throughout the district.

Driven by a passion for making a difference in students’ lives, Dr. Starr chose a career in education with the goal of helping students reach their full potential. Drawing from her own life experiences, she is on a mission to break the cycle of poverty by providing students with the tools they need to succeed. 

The aspect of her job that Dr. Starr loves the most is the opportunity to collaborate with educators who have a shared vision - all students can achieve at high levels and continuously grow. Her uplifting spirit is instrumental in creating an environment where students can thrive. 

Dr. Starr has had a distinguished 30-year career in education. She began her journey at the Fort Worth Independent School District in Texas, where she started as a Special Education Self-Contained (1-5) teacher for two years and later transitioned to a second-grade teaching role. Her commitment to childhood education is evident through her work at First Presbyterian Preschool in Texas, where she nurtured the minds of 3-year-olds. In 2000, Dr. Starr furthered her impact in Conway,  working at the Conway Adult Education Center with adults on ESL, GED, and Parenting Classes as part of the Family Literacy Program. Returning to childhood education in 2002, she served as the Preschool Coordinator at Conway Public Schools. 

Dr. Starr’s leadership journey unfolded with roles as the Assistant Principal at Florence Mattison Elementary in Conway and subsequently as Principal in the North Little Rock School District, first at Indian Hills Elementary School and later at Seventh Street Elementary School. Her commitment to educational leadership continued in her role as a Performance Coach and Master Principal Program Assistant Facilitator at the Arkansas Leadership Academy. In 2021, she transitioned to Mt. Vernon-Enola School District, serving as the Elementary Principal and Curriculum Director for K-12. Her extensive background in education and leadership reinforces her commitment to students and shaping the future of education. 

Dr. Kimberly Starr’s academic journey is marked by high achievement and a dedication to continuous learning. She holds a Bachelor of Arts from Mary Hardin Baylor, Masters of Science Leadership, Management and Administration from the University of Central Arkansas, and a Doctorate of Education Adult and Lifelong Learning from the University of Arkansas. Her certifications include Certified 1-6, Special Education PK-12, ELL PK-12, Building Admin PK-8, and District Admin PK-12.

In recognition of her outstanding leadership, Dr. Starr was recognized with the Administrator of the Year award at Indian Hills Elementary in North Little Rock in both 2011 and 2013. She also received the Golden Apple Award (Teacher of the Year) at Conway Adult Education, further highlighting her outstanding contributions to education. 

Dr. Starr continues to be a driving force in shaping the educational landscape at FSPS, ensuring that every student has the opportunity to thrive and succeed.

Dr. Sarah Yancey stands as a dedicated and seasoned professional in the field of education, with a career spanning 24 years within the Fort Smith Public School (FSPS) district. Her journey commenced in August 2000 when she joined Ramsey Junior High School as a teacher and coach, instilling knowledge in health and physical education while coaching basketball, volleyball, and track.

In 2005, Dr. Yancey ascended to the role of assistant principal at Chaffin Junior High School, showcasing her leadership capabilities. Her commitment to excellence in education was further recognized in 2014, as she was appointed the Supervisor of Early Childhood Education, Parent, and Community Services within the FSPS district.

Dr. Yancey's educational journey is a testament to her dedication to continuous growth and learning. She holds a Bachelor of Science in Education from Henderson State University, a Master of Education in Educational Leadership from the University of Arkansas, an Educational Specialist in Educational Leadership from Arkansas Tech University, and a Doctor of Education in Educational Leadership from Lamar University.

Dr. Yancey's career began at Huttig School District in January 2000, where she contributed as a teacher and coached basketball and softball. Over the years, she has evolved into a visionary leader, embracing diverse roles and responsibilities.

In her current role as the Supervisor of Early Childhood Education, Dr. Yancey plays a pivotal part in shaping the educational landscape of the FSPS district. She recognizes the vital role played by the Early Childhood Educators, acknowledging them as the school district's foundation. Dr. Yancey feels honored to guide and serve these educators as they deliver quality services and early interventions for children and families each day.

Dr. Sarah Yancey's commitment to education and leadership establishes her as a true pillar of Early Childhood Education within the Fort Smith Public School district.

Domonique Alexander currently serves as the Director of Special Education at Fort Smith Public Schools. She joined the school district in 2022, bringing over 19 years of experience, a passion for inclusive education, and a commitment to fostering an environment where every student thrives. As the Director of Special Education, Ms. Alexander works to ensure that every student receives the support they need to succeed. 

Ms. Alexander’s journey reflects a deep commitment to the betterment of the education system and the lives of the students she serves. During her time as a classroom teacher, her hands-on approach laid the foundation of her understanding of the unique needs of students with diverse learning abilities.  Driven by a calling to serve others and improve processes, she transitioned into administrative positions, where she has worked for the past 13 years. 

Ms. Alexander blends financial acumen with a passion for education with her Master of Education from the University of Mississippi and her Bachelor of Science in Finance from Arkansas State University.  

Her impact on education has not gone unnoticed.  In 2006-2007, the Marshall County School District recognized her as their Teacher of the Year.   In 2015-2016, under her leadership, the Marshall County School District was ranked third in Mississippi for increasing graduation rates of students with disabilities during the 2015-2016 school year.  Ms. Alexander’s sense of purpose and dedication to service extends beyond the school setting, as she actively volunteered in her church and community while growing up.

Gary Udouj serves as the Director of Career Education and District Innovation. Over his 29-year career, he has contributed to developing and enhancing educational programs in various settings, both in the United States and overseas.

Udouj taught in higher education and adult education settings from 1995 to 2007. Gary's leadership skills and passion for adult education led him to the position of Director of Adult Education from 2008 to 2019. During this period, he made significant strides in creating an environment that empowered adult learners to excel and achieve their educational goals. In 2019, Gary's journey in education took a new turn as he assumed the Director of Career Education and District Innovation role.

Gary Udouj's academic achievements include earning an Ed.D. in Adult and Lifelong Learning from the University of Arkansas, Fayetteville, in May 2015, an M.Ed. in Adult Education from the same institution in May 1998, and a B.A. in English, awarded in August 1991.

Gary was named the Outstanding Adult Education Administrator in 2015 by the Arkansas Association of Continuing and Adult Education. His commitment to academic excellence was further acknowledged when he was named Outstanding Doctoral Student in Adult and Lifelong Learning by the College of Education and Health Professions at the University of Arkansas in the same year.

With 13 years of teaching experience and 16 years of administrative experience in K-12, Adult Education, and Higher Education, Gary brings a wealth of knowledge and expertise to his current role. His steadfast commitment to providing opportunities for students to train for and connect with rewarding careers remains at the forefront of his educational philosophy.

Dr. Samantha Hall is a dedicated educator with a career spanning 33 years in the Fort Smith School district. Her journey in education commenced in 1991, and throughout the years, she has made significant contributions in various capacities.

Dr. Hall's passion for teaching led her to serve as a Math Teacher at Chaffin Junior High from 1991 to 2003. She demonstrated exceptional leadership skills and transitioned to Assistant Principal at Darby Junior High, where she served from 2003 to 2007. Continuing her commitment to education, Dr. Hall took on the role of Assistant Principal at Southside High School from 2007 to 2013.

Recognized for her outstanding contributions, Dr. Hall assumed the position of Supervisor of Professional Development from 2013 to 2020. Currently, she serves as the Assistant Director of District Innovation, where she continues to shape the future of education.

Dr. Hall's academic journey is equally impressive, with a Doctorate in Educational Leadership (Ed.D) earned from UA-Fayetteville in 2005. Before that, she completed her Educational Specialist (Ed. S.) in Educational Leadership in 2000. Dr. Hall holds a Master's in Secondary Education with an Emphasis in French, obtained in 1993, and a Bachelor's degree in Math & French from UA-Fayetteville in 1990.

Her commitment to excellence has not gone unnoticed, as evidenced by the accolades she has received. Dr. Hall is a proud recipient of the Leadership Fort Smith, Class of 2007 award and has been honored by the Arkansas Teacher Institute. Additionally, she has been recognized with the prestigious Edyth May Sliffe Award for Distinguished Mathematics Teaching, a testament to her impact on the field.

Dr. Samantha Hall's philosophy centers around a love for learning, which she has ardently shared with her students throughout her career. She firmly believes in the capacity of every individual to learn and emphasizes the importance of life-long learning for personal growth, whether through formal education or informal experiences.

Matthew Hominick, Director of the Adult Education Center, is a dedicated and experienced educator with a passion for fostering learning. Mr. Hominick plays a crucial role in shaping the educational landscape for adults seeking to further their education.

Throughout his 15-year-long career, Mr. Hominick served as a teacher at Belle Point and Southside, showcasing his hands-on commitment to students. His passion for education extends beyond the classroom. He has also held the position of Director of Belle Point, showcasing his leadership and dedication to students and shaping the future of education. 

Mr. Hominick’s career in education was preceded by his distinguished service in the United States Marine Corps, reflecting his strong sense of discipline, leadership, and commitment to service. 

A lifelong learner, Mr. Hominick believes in the transformative power of education. He expresses his passion, saying, “What I do is me– I live to help others learn.” His genuine dedication is evident in his commitment to the students at the Adult Education Center. Mr. Hominick finds joy in learning and views teaching as a constant opportunity to learn and grow every day.

Mr. Hominick holds a Bachelor of Arts in English/Rhetoric, demonstrating his commitment to language and communication. He has also earned a Masters of Science in Educational Leadership and Administration, further highlighting his continuous pursuit of knowledge and commitment to leadership. 

Recognizing his academic excellence, Mr. Homick was awarded the Chancellor’s Academic Excellence Award at the University of Arkansas Fort Smith in 2008. In 2019, he completed the Aspiring Leaders program, further solidifying his position as a distinguished leader in the field of education.

Dr. Kellie Cohen Minton is a seasoned education professional with a remarkable 42-year career dedicated to enhancing student achievement and accountability. Currently serving as the Director of Student Achievement and Accountability, Dr. Minton's journey in education continued in August 1994 when she joined Fort Smith Public Schools as the Director of Special Education. Over the years, she has held key roles, including the Director of Compensatory Education and Director of Special Education.

Dr. Minton has an impressive educational background, earning a Ph.D. in Educational Administration/Special Education, an M.Ed. in Public School Administration/Special Education, an M.Ed. in Elementary Counseling/Psychology, and a B.S.E. in Elementary Education/Special Education. Her extensive areas of certification include 1-6 Elementary, Mildly Handicapped K-12, Educational Examiner, Guidance Elementary, Special Education Supervisor, Elementary Principal, Administrator, K-12 Reading Specialist, English As a Second Language, and School Psychology Specialist.

Throughout her career, Dr. Minton has garnered numerous accolades, showcasing her commitment to excellence in education. She was honored with the Administrator of the Year award by the Arkansas Association of Educational Office Professionals in 2004. Additionally, she received the Distinguished Educator Award from the Exemplary Center for Reading Instruction in 1999. She was named Administrator of the Year by the Arkansas Association of Special Administrators in 1998, as well as in 1997-98 and 1995-96 for Area I - Northwest Arkansas.

Dr. Minton's contributions extend beyond awards, as evidenced by her published article in the National Educational Staff (NES) Connector in 2004. She was also selected to present her dissertation at the International Reading Association Conference in 1991, showcasing her expertise in the field. Furthermore, her dedication to students with dyslexia was formally recognized by the Dallas Independent School District superintendent in 1990.

Driven by the belief that serving the adults who serve our students is extraordinarily rewarding, Dr. Kellie Cohen Minton continues to be a transformative leader in education, leaving an indelible mark on the landscape of student achievement and accountability.

Dr. Felicia Smith currently serves as the Supervisor of Assessments & Support Programs within the Achievement & Accountability Department at the Fort Smith Public School District. With a career spanning over 37.5 years in teaching and administration, Dr. Smith has dedicated 25 of those years to the Fort Smith Public School system.

Dr. Smith's journey with the Fort Smith Public School District began in 1999 when she assumed the role of Assistant Principal at Darby and Kimmons Middle Schools. Over the years, she has demonstrated unwavering commitment and passion for education, earning her the position of Supervisor of Assessments & Support Programs, a role she has successfully held for the past 18 years. Her extensive background in education encompasses various roles, including teaching high school computer career skills, conducting Adult Education classes, and teaching physical science.  Dr. Smith's dedication to education is exemplified through her diverse experiences. She drove a school bus for the Russellville School District for two years, showcasing her hands-on involvement in various aspects of the educational system. 

Dr. Smith’s commitment to education extends beyond the classroom, with a keen interest in community service and leadership. She has actively contributed to the community through her involvement with the Sebastian County Juvenile Justice Coalition-Advisory Board, the Arkansas Humanities Council, and the Fort Smith Salvation Army. Additionally, she is the Founder of the Pink Rose Art and Civic Club.

In addition to her professional achievements, she earned a Bachelor of Arts in Biology from Hendrix College, a Master of Science in Educational Leadership from Arkansas Tech University, a Specialist Degree in Educational Leadership (Arkansas Tech University), and a Doctorate Degree in Educational Leadership from the University of Arkansas, Fayetteville.  Further, she has attained several educational certifications that attest to her continuous commitment to professional growth. 

She has been honored with numerous awards, including recognition from the Arkansas Martin Luther King Jr. Commission for excellence in leadership and community service, the Arkansas Humanities Council for dedicated service, and the Salvation Army of Fort Smith's Advisory Board for excellence in leadership.  Other accolades include being named the AAEA 2005 Arkansas Assistant Principal of the Year and receiving recognition from the Arkansas Association of Women’s Clubs, Inc. in 1997 and 1998.  

Additionally, Dr. Smith has served on teams across the nation that accredit school districts.  Currently, she serves on the Arkansas Cognia School Accreditation, School Improvement Advisory Board. The Honorable U.S. Senator John Boozman recognized Dr. Smith's leadership qualities and selected her to attend the US Congressional African-American Leadership workshop. Further, she was chosen to participate in the US Women's Leadership workshop in Washington, D.C., demonstrating her influence and impact at the national level.

Dr. Smith's family has strong ties to the Fort Smith Public School system. Her husband, Dr. Elphin Smith, is a retired FSPS teacher and a pastor at the Shiloh Missionary Baptist Church. Their daughters, Kristen (a dentist) and Ameerah (an attorney) are proud graduates of Northside High School.

Laura Gladden is a seasoned educator and serves as the Supervisor of Curriculum & Professional Development at Fort Smith Public Schools. With a rich history in education spanning 28 years, Ms. Gladden’s journey includes pivotal roles such as Instructional Specialist, Assistant Principal, and Principal.

Her educational path has been marked by a steadfast commitment to growth and learning. Having spent 12 years at the Van Buren School District, 4 years at Henderson County Schools in North Carolina, and another 12 years at FSPS, she brings a wealth of experience to her current role. Her passion for continuous learning is evident, and she embraces the acquisition of new knowledge and skills with enthusiasm. Laura thrives on the journey of personal and professional development, embodying a dedication that extends beyond herself.

At the core of Ms. Gladden’s approach is a commitment to fostering growth in others. She actively creates a supportive and collaborative environment, finding joy in helping individuals unlock their full potential. Laura shares insights, provides guidance, and offers encouragement, making a lasting impact on those she interacts with.

Ms. Gladden’s educational journey includes a Bachelor of Science in Education from the University of Arkansas and a Masters of Arts in Education from Western Carolina University. Her commitment to excellence is further demonstrated through certifications in Gifted & Talented K-12 and English as a Second Language (K-12) from Arkansas Tech University, as well as an Administrator P-12 certification from Arkansas State University.

Notably, Ms. Gladden was recognized as the Van Buren School District Teacher of the Year for the 2006-2007 academic year, a testament to her outstanding contributions to education. In every role she undertakes, She continues to inspire and shape the educational landscape with her passion, dedication, and commitment to the growth of both herself and others.

Krystle Smith brings over three decades of dedicated service to Fort Smith Public Schools, celebrating her 30th year with the district. Her journey began in 1994 when she stepped into the role of an Elementary Teacher at Tilles Elementary. Over the years, she demonstrated her commitment to education and leadership, progressing to the position of Assistant Principal at Sunnymede Elementary. Most recently, she served as the Principal at Sunnymede Elementary. Ms. Smith currently serves as the Supervisor of Special Programs. 

Education has been a cornerstone of Krystle's professional development. She holds a Bachelor of Science in Education Degree from Southern Arkansas University, a Master of Education Degree from Arkansas Tech University, and an Educational Specialist Degree, also from Arkansas Tech University. In addition, she has earned a Gifted, Talented, and Creative Certification from Arkansas State University.

Krystle's passion for education is rooted in her desire to positively impact the lives of children, inspired by the dedicated teachers who influenced her own journey. Her mission extends beyond academics, aiming to help students unlock their full potential within the school environment and their lives beyond the classroom. She believes in making learning meaningful by bridging the gap between classroom lessons and real-world applications. Krystle Smith is a devoted advocate for the development of every student under her guidance.

Caroline Neel is a dedicated educator with a wealth of experience. Currently serving as the Director of Federal Programs & Strategic Initiatives, she brings a unique blend of classroom expertise and administrative leadership.

Ms. Neel's journey in education spans over 35 years, during which time she has made a profound impact as both a teacher and administrator. Her teaching career includes 11 years as a Southside High School math instructor and significant stints as a Secondary Math Coordinator and Title I/ACSIP Coordinator. She also served as the Curriculum & Federal Programs supervisor for 8 years, showcasing her commitment to enhancing educational opportunities.

Having taught in Oklahoma and Jacksonville, AR, before joining FSPS, Caroline's diverse experience has enriched her understanding of different educational landscapes. Her passion for making a difference in students' lives is evident in her roles as both a classroom teacher and an administrator.

Caroline holds a District Level Administrative Certificate, a Building Level Administrative Certificate, a Masters (MS) in Secondary Education, and a Bachelors (BS) in Secondary Mathematics Education, all from the University of Arkansas, Fayetteville, AR. Her commitment to excellence is further underscored by her National Board Certification as a Teacher in Adolescent and Young Adulthood Mathematics since 2002.

In her current position as Director of Federal Programs & Strategic Initiatives for the past two years, Caroline continues to leverage her expertise to ensure that federal programs provide valuable resources and services that significantly enhance instructional and academic opportunities for students and staff alike. Through her tireless efforts, she remains a driving force in shaping the educational landscape for the better.

A seasoned professional with a deep background in information technology, Dr. Lori Yates serves as the district’s Director of Information Systems.  Since joining the  Curriculum, Instruction, & Assessment Department, Yates has played a significant role in advancing the technological landscape within the educational domain.  Her role at the district is instrumental in leveraging technology to enhance the educational experience of FSPS students. 

With over 21 years of experience in her field, Dr. Yates possesses a deep love for learning and problem-solving. She enjoys the constant evolution of technology and finds excitement in the perpetual learning process. In her own words, "In technology, the field is constantly changing, and there is always something new to learn and solve. No day is ever the same." This passion for staying at the forefront of technological advancements reflects her commitment to providing the best solutions and services for the district.

Leading a 10-member team, Dr. Yates’ leadership style fosters a dynamic and innovative environment where her team works cohesively to navigate the complexities of information systems in education. Dr. Yates joined the district in 2005 as a programmer.  Soon after, her dedication, skills, and leadership qualities led to her advancement to an administrator position, where she has since contributed significantly to the district's information systems.

Dr. Yates possesses an impressive academic portfolio, attaining a Doctorate in Information Technology from the University of the Cumberlands, a Master's in Information Technology from Capella University, and a Bachelor's in Computer Science from Arkansas Tech University.
